Has wastewater treatment plants affected your fishing?

With the recent wastewater spills at Brushy Creek and the South San Gabriel River that has caused fish kills, it has me especially concerned as to keeping any catches from there or other rivers. It's bad enough that most of the rivers in central Texas these days have wastewater treatment plants which discharges into the rivers and has caused lots of algae in places which raises the temperature in the water. This has especially hit parts of the South San Gabriel hard as I've seen firsthand the thick green algae plumes that are now standard in places.
