For catfish you need to get a cast net and catch the bait that is present at the fishing spot. They prefer the local bait that they are used to eating.
As for any other fish, I would talk to the locals to see what pattern the fish are in.

My wife found out about this public beach access bill that appears to be on the table. If passed it would essentially let all the landowners kick people off the beach, especially during high tide. I enjoy standing while fishing in the marsh. You can pop you head up to decide which back lake has the fish. Its also fun to cast over grass while standing rather than paddle around the bend, etc.

The scupper holes work because the gunwale of the kayaks are higher up than the opening of the holes. Even if your kayak was full of water it would likely still float depending on how much you weigh and how much gear you have.
