Lure presentation and general chaos of the surf is the biggest issue. Looking for cuts close to the beach where a topwater will work is good. Louisiana got it right.The tag (option) should be for any fish over 20 inches. Give the angler the opportunity to decide, not a few lobbied commissioners.

Trot lines are illegal in brackish or salt water in Texas. Report it to a game warden. Definitely questionable on how it is constructed, but I do not think illegal in saltwater. There were no marking for TPWD that I saw and now that I think about it, someone could easily mistaken the white poles for channel markers. Next time I’ll take a picture. Hopefully I’ll be out there chasing the reds next week.
