How do I post a picture to an existing thread?

I can't figure out how to post a picture in a response to an existing thread. I have no problem posting them to a thread I started but can't get the other way to work.

For some reason they have the ability to add attachments turned off in the DFW Chapter forum. The only way to post pics is through photobucket or the like.
